Root Partnerships’ appointment of Julian Small as Director Project Services is a boon for the business as he brings a wealth of international major project experience to the practice.
Julian is overseeing the current expansion of Root Partnerships’ NSW schools and tertiary sector presence and has been charged with expanding the business’ portfolio of work across other sectors including transportation.
With nearly 30 years’ industry experience, including as a major project director and senior government advisor on mega infrastructure projects and portfolios, Julian’s career has spanned Australia and New Zealand, the Middle East and Hong Kong.

Julian’s infrastructure project experience further adds to the team’s extensive capabilities and sees us well-placed to serve new projects both within our traditional sectors, as well as new sectors such as transport.”
Prior to joining Root Partnerships, Julian was the Design and Engineering Director for SNC-Lavalin Atkins, Asia Pacific South; and previously Atkins’ Market Director for Airports and Aviation, and the Business and Operations Director for Rail, both covering the Middle East and Africa. Julian’s career highlights include Project Manager for delivery of the $15B Dubai Metro Red Line project and Project Director of the PPP Transaction for the $20B Kuwait Metro projects. Julian was also the Planning and Engineering Director of the Central Planning Office heading Portfolio Management for the State of Qatar.
Julian holds a Master of Engineering (1992) from the University of Leeds, and is a Chartered Professional Engineer (1996) with the Institution of Civil Engineers, Institution of Structural Engineers, Engineers Australia, and the Hong Kong Institution of Engineers.
